Abstract

This paper is concerned with the universal provision of telecommunications services. Universal service provision (USP) “… means that basic telephone services should be available to everybody upon reasonable request and at an affordable price. These services are considered essential for everyone in current economic and social conditions, and risk not being provided under competition alone.”
