Abstract

Over the last few decades, sustainable consumption has increasingly gained importance. Starting with the concept of sustainability, this chapter explores how and why Fairtrade has successfully gained importance as a strategy of sustainable public consumption. It argues that market-size has been a concern of Fairtrade activists and initiatives for a long time. The State being a major consumer, public purchasing and its regulation hasve increasingly come into the focus of Fairtrade activism. As a result, the possibility to purposefully purchase Fairtrade goods has increasingly been incorporated into public procurement regulations. The chapter analyses the factors that facilitated this development arguing that regulatory enabling (in conformity with EU law);, discursive entanglement between Fairtrade and minimal human rights standards,; and the establishment of credible product certification, were of notable importance.
