Abstract

This introductory chapter identifies the main themes, issues and debates that the edited book will engage with regards to governance reform in Britain. The introduction highlights the evaluative endeavour of the book, which is to address whether we have witnessed a paradigmatic shift from NPM to public value management (PVM) in the context of British governance. This requires examination of the extent to which such conceptual development is evident in the context of public sector reform in Britain and whether there is evidence of reform agendas, leadership cultures and political narratives which emphasise ‘public value’.
