Abstract
Social housing is experiencing a perfect storm for investment decisions relating to the development of the housing stock. With plummeting new build approval, the existing stock is inadequate with 20% requiring urgent repair and investment but this is compounded by rising costs associated increasing building fabric and renewable energy standards, inflationary pressures, challenging construction supply chains and funding environment. Decision-makers face immense complexities with competing policy agendas, high deprivation levels and fuel poverty, and challenges relating to absent or unorganized datasets. A multi-criteria decision support system (MCDSS) was developed with Linstone Housing Association (LHA) in Renfrewshire (Scotland) encapsulating the needs and requirements of tenants, housing providers and governing
bodies through a compensatory model seeking to help decision makers prioritize housing units in need of urgent attention. Represented through ArcGIS Dashboard, a visual decision support system provides critical information to showcase the budgetary implications of aligning with policy and need highlighting critical indicators and hotspots for LHA owned properties in a simple and interactive way. The system seeks to stimulate discourse amongst stakeholders involved in the delivery of the sustainable redevelopment of social housing.
