Description
The ultimate purpose of the scoping study will be to provide clear guidance on how to address the questions that lie at the heart of this tender; how do people value changes in life expectancy, in good health and in poor health, and how do these valuations relate to preferences about more immediate fatality risks? This will involve clearly identifying how far the boundaries can be pushed without compromising the integrity of the data. A balanced assessment will be made about what can be achieved in any new, one-off survey and what must be viewed as a longer term agenda. A robust defence of the terms of references and the parameters for any large-scale study will be provided.
