Part 5 of the Community Empowerment (Scotland) Act 2015, introduced in January 2017, relates to Asset Transfer Requests (ATRs) and it gives Community Transfer Bodies the right to request to buy or lease assets to make better use of land or buildings owned/leased by Public Sector Authorities (PSAs) achieving the public benefits for a community. Whilst asset transfer is not a new process, the legislation opens up new asset transfer opportunities. This research aims to evaluate this new mechanism and assess its impact on community empowerment.
